Open Letter to Marshall Bloom NIH

This is an open letter to Marshall Bloom,                                                       May 7, 2012
Associate Director Rocky Mountain Laboratories, Hamilton Montana NIH NIAID facility.

This evening, I attended a "meeting" of the neighbors of Rocky Mountain Labs which is a propaganda session to pat each other on the back of the fine job NIH is doing endangering, and destroying the neighborhood in South Hamilton where the facility co-existed with the community for over 100 years.

Enter the sycophantic nature of Marshall Bloom, tenure with NIH since 1979.

The sound levels at the laboratory in a residential community exceed World Health standards, and your staff must commit fraud to the US Representative from Montana Denny Rehberg, and the public.  Marshall orchestrated the reduction of sound signature from the facility February 2, 2011 and to hire a contractor without a license to use a measurement method to alter how the sound from the RML facility is recorded.

Its a real good thing NIH is the "Policeman" for scientific fraud.

Its also a good thing that Marshall Bloom planned the expansion for 5 years.

Its a good thing Marshall Bloom feels the rollers the RML Bio-4 Lab were built on will withstand a 4.5 Magnitude earthquake, because Montana has had much higher, and is seismically active.

Its a good thing the NIH facility is considered to be in a floodplain and the entire facility could flood as the Bitterroot River drains mountain basins that are 9,000 feet in elevation and carry variety of snowpack per season.  Its a good thing the 2000 Montana wildfires burned within 5 miles of the facility, and there is NO federal fire protection at Rocky Mountain Labs.

Its a good thing we have a vaccine for Ebola (we dont).

Its a good thing Marshall Bloom was a yes man for the NIH and the NIAID.

Its a good thing Marshall Bloom cares for his career and agency more than the public's safety.

Its a good thing I hear the bugs being cooled in my house and the Low Frequency Noise is damaging to Humans Health and the etiology (cause) is the Rocky Mountain Labs and Marshall Bloom.

I'm sorry I disturbed you Marshall Bloom to report new and highest magnitude readings 71dbC from the RML facility (first week of November 2011).  Your decisions in this community have ruined lives, affected health, and have disturbed sleep, caused migraine headaches.

Keep chewing your CUD Mr. Bloom.
You have no professionalism, you have no care for the public welfare or health

Which makes you a failed scientist and medical doctor.

Your resignation is required.  Happy Retirement.

Final Warning--NIH RML

Dear Sirs,


I am writing today due to being woken up by the NIH RML facility in Hamilton, Montana as has happened on hundreds of other occasions to deaf NIH ears.  On September 20, 2011, I authored a certified letter which was sent by fax, email, and certified US Mail to Tony Clifford, Chief Engineer of NIH, as well as other officials in Bethesda, MD.

On September 25, 2011, I took video of the sound problem at NIH which has been seen by nearly 150 people.  I have written about NIH fraud and NIH in Montana which remain well read sites that are visible upon internet searches.  I have exposed the poor planning at the RML facility in Hamilton, Montana which affects the NIH employees and residents near your facility.  To view the video search NIH fraud; the caption is of the metal fencing looking at the RML facility in Hamilton Montana.  Please excuse my frustration voiced in the referenced youtube® video

"Can You Hear Yourself NOW?"

This morning, I recorded decibel readings of 57, 61, 64 at the RML facility in Hamilton, Montana [attached photos].  I also recorded NIH police outside of their jurisdiction as is frequently seen here.  I contacted NIH Police Bethesda to document the activity, which included a photograph  of a NIH Police vehicle at around 6am Mountain Time outside the truck gate at 5th and Baker St. Hamilton Montana.

The sound measurements were taken from 5:45AM to 6:15AM at the 4th Street guard shack, turnaround at the senior center N. of the IRF, and turnaround on S. 6th St on October 26, 2011.  Health issues from this sound include increased, stress, depression, annoyance, and other published for Low Frequency Noise.

Countless photographs of sound measurements, problems in design and placement of stacks, no sound suppression of noise from the RML facility, scientific fraud in false readings, misuse of professional licensure by RML contractor has occurred in Hamilton Montana.  This is a final notice to mitigate the sound emissions from your NIH RML facility to meet or exceed World Health Organization (WHO) of 30 dbA [maximum 44dbC] within 72 hours of this notice arriving in Bethesda MD.

Steps will be taken to remove licensure, and completely shut down the facility due to immediate dangers to life and health present at NIH Hamilton, Montana.  Sources include: increased rate of suicide as Ravalli County Montana is ranked #107/3102 Counties in the nation for taking one’s own life.  [Note: 131 souls have taken their life since Dr. Marshall Bloom MD started working at RML in 1979-2006; 6 per year.]  Two, no protection from Infectious agents onsite, although NIH Fire in Bethesda MD boasts specialty rescue, hazardous material, and fire protection that Hamilton Montana facility does not have [see attached photo at bottom].

Since NIH decided to contribute to the scientific fraud February 2, 2011 by purposely reducing sound measurements by one order of magnitude, and allowed a false measurement of Low Frequency Noise, and false licensure displayed by the NIH contractor, it should not be hard to document a case to close the facility due to not protecting the health of Americans at and around NIH RML Hamilton.

My requests for safety and health for this facility have been sent to the US President April 2009, my US Representative August 2009, and ongoing since 2007 in Hamilton Montana.  I do not appreciate being lied to, deceived, and endangered in my residence, and as a resident of Hamilton Montana.  Federal laws, professional standards are not to be broken for certain federal agencies or officials.

Perhaps the directorship would like to be constantly sleep deprived, the constant unknown of the safety of a Government Health Complex in your municipality.  I am tired of subsidizing water, land, and lawful rights for the furtherance of what NIH considers science.  Safety and health should be first priority, NIH puts Americans in Hamilton Montana last, and in the expendable category. No longer.

Please cease the 61-64 decibel noise from your facility, it is endangering, and threatening the health and lives of Americans at and near your facility.  The poor planning can be placed upon Dr. Marshall Bloom shoulders, a loyal follower of NIH since 1979.  It is time to cut him loose for the RML planning fiasco that he was responsible for solely as Associate Director of the RML facility.

Please respect that I have been patient, I have been persistent, and I have had the same message: NIH RML is dangerous to health and safety as it operates today.  Please know that several high ranking personnel are not immune from sanction, or removal of their respective professional licensure, and closure of the facility due to lack of oversight, engineering planning, and general safety of its employees and area residents.

This is a written warning.  Action will be taken from here.
