NIH "Policing" Missoula Airport

This morning, I saw a NIH police vehicle at the Missoula Airport, Johnson Bell Field.  It was unattended, along the curb by the Departures area.  NIH has a facility in Hamilton, MT, known as Rocky Mountain Labs but that is more than 50 miles from the Missoula Airport.

I caught up with this officer November 2, 2011
outside RML facility Hamilton MT

NIH Police officer asked about airport, jurisdiction
Along the side of the NIH police vehicle says "Serving NIH through Community Policing".  The NIH police believe that ALL of Western Montana is their community, apparently.  The Rocky Mountain Lab site is approximately 30 acres along the Bitterroot River in Hamilton, MT.  With the approximate 15 federal law enforcement with K-9 units it seems that NIH police are bursting at the seams to get out of the Rocky Mountain Lab site in Hamilton.

Merchants in Hamilton will be glad to know that the NIH is too good to buy dog food locally.  As residents of Hamilton, MT we pay for the NIH municipal water (beyond their "fixed" fee), but they are too good to purchase their stores locally.

It seems it is too difficult to provide adequate protection of fire personnel, but NIH RML is way too overstaffed with Federal Police officers policing where ever they want to be.  How smart is it to park a NIH police vehicle at the Missoula Airport, so the bomb dogs can sniff each other, and the law enforcement can get their favorite latte?

Training is one thing, idle time is another.  NIH police feel free to drive where ever they want in Hamilton, Montana, although they belong on the NIH campus, south of town, along the river.  NIH can think all they want that they are community policing, but they belong on NIH property.

All this encounter tells me is that NIH is ignorant to the actual needs of their RML facility in Hamilton.  By having too many law enforcement, they will police the community instead of their own jurisdiction on the RML campus in Hamilton, MT.  If they hire Federal Firefighters, I'm pretty sure they won't stray from their duties, and will integrate with local assets to mutual benefit.

Its a good thing NIH is policing the Missoula Airport: we wouldn't want the shrubbery to miss out on the canine blessing.  The Rocky Mountain Lab has some logistics to figure out.  One being the law enforcement should not be policing all of Western Montana.

NIH RML can over staff law enforcement, but since 2007 cannot protect their employees, and Americans who live within the "kill zone" of their infectious agents studied at their facilities.
